Context
The National Research Council of Canada (NRC) is an agency of the Government of Canada established in 1916 under the NRC Act. Its mission is to help build an innovative, knowledge-based economy for Canada through research and development, technology commercialization and industry support. National Research Council Canada reports to Parliament through the Minister of Industry.
Responsibilities
As stated in the NRC Act, the agency is responsible for: undertaking, assisting or promoting scientific and industrial research in different fields of importance to Canada; establishing, operating and maintaining a national science library; publishing and selling or otherwise distributing such scientific and technical information as the Council deems necessary; investigating standards and methods of measurement; working on the standardization and certification of scientific and technical apparatus and instruments and materials used or usable by Canadian industry; operating and administering any astronomical observatories established or maintained by the Government of Canada; administering NRC's research and development activities, including contributions used to support a number of international activities; and providing vital scientific and technological services to the research and industrial communities.
Institutional Functions, Programs and Activities
Energy and Environmental Technologies
The National Research Council carries out this program in partnership with other government departments, universities and industry and brings together the knowledge and expertise needed to make an impact on areas of critical importance to Canada in environmental and sustainable energy. The challenge is to reduce energy consumption while developing clean, sustainable energy alternatives. NRC is working to help alleviate the environmental impacts of activity in the energy, resources, transportation, construction and agri-food industry sectors. NRC performs research and development to develop processes and technologies for environmentally responsible manufacturing.
Fuel Cells Technology Research
The National Research Council carries out this program, located on the University of British Columbia campus in Vancouver, which conducts research and development in the fields of fuel cells and hydrogen technologies to support Canada's growing fuel cell and hydrogen industry and deliver on Canada's clean energy and climate change priorities. Research focuses on finding new technologies and solving technical challenges related to the performance of low- and high-temperature fuel cells. Such advancements in fuel cell science contribute to reducing fuel cell component costs and hence accelerating fuel cell commercialization in Canada for such industries as transportation and heat and power generation. The program also promotes fuel cell adoption by hosting demonstrations, workshops, and awareness events. This program includes the National Research Council's fuel cell cluster initiative.
Demonstration and Commercialization

Technology Development (cluster focused

Technology Development (nationally focused)

Hydraulics Technology Research
The National Research Council conducts research and technology development, and provides numerical modeling and analytical services on a cost-recovery basis in the fields of hydraulics and coastal engineering for the Canadian and international engineering communities. Research includes developing mitigation and emergency evacuation measures for natural events and disasters; addressing ice engineering problems for marine structures and navigation in ice-covered and iceberg-infested waters; and the estimation of renewable (green) energy resources from currents, waves, and tides in lakes, rivers, bays, and shorelines in Canada and around its shoreline. Services include field/laboratory engineering studies and analyses to optimize and validate designs for marinas, ports, breakwaters, dams and offshore platforms, as well as studies of the physical and chemical attributes of flowing water to address the needs of environmental assessments, environmental protection and environmental remediation. These activities are important for maintaining Canada's leadership in coastal engineering, hydraulics and water related environmental protection; for enabling the safe recovery of petroleum and green energy around Canada's coastlines; and for maintaining Canada's ability to respond efficiently and effectively to emergencies and disasters related to hydraulics.
Cold Regions Technologies
Description: Includes records related to the activities of the development and research involving the wide range of complex issues to solve ice engineering problems through the use of field studies, laboratory studies, data mining and numerical models. Ocean Technology Research
The National Research Council conducts research on advanced ocean technologies in order to strengthen Canada's capacity to operate safely and effectively in its vast ocean territory. It includes the development and transfer of technology solutions of importance to Canada. Based on expertise, experience and world-class facilities the program leverages a competitive advantage for Canadian industry. Research focuses on ice and Arctic operations (supporting environmental science and technologies), ocean observation (supporting natural resources and energy technologies) and marine safety, while maintaining world-class expertise in the evaluation of technologies in harsh marine environments. The program is also essential for the ocean technologies cluster in St. John's involving NRC, federal, provincial and municipal organizations, local businesses and industry groups, as well as Memorial University of Newfoundland, and supports cluster companies in the development of new technologies and in aiding the creation of new enterprises. The program also operates an Industrial Partnership Facility (IPF), infrastructure for building productive collaboration within the cluster and technology receptor capacity in the local industry.

Sustainable Energy Technologies and Environmental Monitoring Research
The National Research Council develops chemistry based technologies that enable sustainable development. It focuses on ways to decrease Canada's environmental footprint by creating innovative solutions in the chemical, automotive, environmental and energy sectors. Health and Life Science Technologies
In support of the federal science and technology Strategy, the National Research Council mobilizes and partners with key university, government and private sector players, and forms major research collaborations to develop integrated research solutions for complex health and related life science issues for the benefit of Canadians. Areas of research focus include age-related and infectious diseases, human health and wellness, and the prevention, early diagnosis and improved treatment of diseases such as cancer.
Age-Related and Infectious Disease Research
The National Research Council conducts research at reducing the impact of age-related and infectious diseases. In collaboration with partners from industry, universities, hospitals and other research and development organizations, the program focuses on neurodegenerative diseases, such as Alzheimer's and stroke, and infectious diseases. The goal is to transfer promising discoveries out to the marketplace for the benefit of Canadian pharmaceutical companies. Novel and leading-edge treatments originating from these discoveries give the domestic biopharmaceutical sector a competitive advantage, and improve the health and wellness of those who suffer from these diseases.

Genomics And Health Initiative
The National Research Council is developing and translating scientific knowledge and technologies within genome sciences and health-related research into social and economic well being for Canada through the development of integrated, large-scale research programs that include multi-Institute research collaboration across the NRC, as well as with partners in other government departments, universities and the private sector. The program aims to create and apply genomics and heath technologies that contribute to global competitiveness of key Canadian industrial sectors (e.g. biopharma, agriculture, medical devices) by: developing a virtual reality based system for training of surgeons and rehearsal of brain tumour surgery; enhancing the productivity of canola crops; developing point of care diagnostic devices for rapid and specific detection of human pathogen markers; developing new diagnostic and imaging tools to better triage patients with heart attacks and to guide surgery and treatment; engineering novel biotherapeutic and diagnostic probes for cancer identification and treatment. These technologies are commercialized through licensing agreements with Canadian industry.

The National Research Council undertakes and supports innovative research in the health and environment sectors. Marine Biosciences And Nutrisciences Research
The National Research Council undertakes research focused on the discovery, characterization, and development of marine and terrestrial bioproducts - especially bioactives, natural toxins, functional foods, and nutraceuticals for disease prevention and treatment. It serves Canada, particularly the Atlantic community, by transferring knowledge and creating economic value for the local life sciences industry through mechanisms such as collaborations and licensing agreements. The program's research team works together with local and regional industries to optimize the process of discovering natural products and to support the production of nutraceuticals and pharmaceuticals with the goals of enhancing the health and wellness of Canadians and creating economic value for Canadian life sciences companies. The program contributes to the Halifax and Charlottetown technology clusters of life sciences companies and provides emerging companies with access to Industrial Partnership Facilities to promote growth of companies and creation of jobs in the Atlantic region.

Medical Diagnostic Technology Research
The National Research Council conducts research and develops non-invasive medical devices and techniques, such as magnetic resonance scanners. These devices are used in the prevention, earlier diagnosis, improved treatment and prognosis of diseases. The program's primary core competency is imaging technology, which is considered a major component of diagnostics. Working collaboratively with hospitals and Canadian companies, this institute is involved in the application and commercialization of novel medical diagnostic technology for improving treatment outcomes for Canadians. The program licenses the use of its novel medical diagnostic technologies to Canadian companies. This program also includes the National Research Council's technology cluster initiative in Winnipeg, Manitoba and is a partner in creating another cluster of neuroscience expertise in Halifax, Nova Scotia, the Brain Repair Centre, where researchers apply their knowledge of functional magnetic resonance imaging to learn more about neurological disorders, such as epilepsy, schizophrenia, Alzheimer's and Huntington's diseases. In Calgary it has a technology development centre and a research group specializing in the diagnosis of stroke.
Cancer

Plant Biotechnology Research
The National Research Council performs, assists, and promotes strategic discovery research and innovation in plant biotechnology. This institute is dedicated to plant and crop research. Construction Research And Support
The Canadian construction sector is one of the largest contributors to Canada's economy yet is constrained by limited resources to conduct research and development. At the same time, it has suffered from limited improvement in productivity in an environment of increasing global competition. This National Research Council program is designed to assist the industry to meet these challenges by enabling a knowledge-based approach to the construction process by utilizing new technologies and innovations. Manufacturing And Materials Research
The National Research Council conducts research and development activities which support Canada’s new materials development, processing and forming industry. Research focus areas include metals, polymers, and ceramics and their composites, with the objective of streamlining the process for adoption of new technologies by Canada’s aerospace, automotive, biomedical, construction, and other industrial sectors. This program promotes technology transfer through licensing agreements. Commercialization of this research promotes innovation and economic growth in these key industrial sectors. The program has three sites, Boucherville where research is carried out on Advanced Materials Design and Modelling and Diagnostics, Saguenay where the Aluminium Technology Centre (ATC) is located, and London where the Centre for Automotive Materials and Manufacturing has been established. The facility in London, Ontario assists the research and development needs of the automotive industry.

National Science And Technology Infrastructure
This National Research Council program manages national science and engineering facilities for Canadian scientific and technological communities. Facilities include astronomical observatories, the laboratory for national measurement standards, the Tri-University Meson Facility (TRIUMF) sub-atomic research facility, and a suite of neutron-scattering spectrometers at Chalk River Laboratories.
Canadian Astronomical Observatories
This program is mandated under the National Research Council (NRC) Act - to "operate and administer any astronomical observatories established or maintained by the Government of Canada". The program manages Canada's ground-based astronomy infrastructure of domestic and off-shore telescopes (Canada-France-Hawaii Telescope (CFHT), James Clerk Maxwell Telescope (JCMT), Gemini Telescopes and the new Atacama Large Millimetre Array (ALMA). The Canadian astronomy and astrophysics community are provided telescope access through a peer-reviewed system. The program conducts astronomy research and development, and identifies opportunities for innovative technology transfer to industrial partners through instrument and data management systems development. The institute also conducts community outreach in response to the strong public interest in astronomy.

Canadian Neutron Beam Centre
Based at the National Research Universal (NRU) reactor in Chalk River, the Canadian Neutron Beam Centre (CNBC) harnesses neutrons produced by the reactor to operate a suite of neutron spectrometers for investigating the properties of materials down to the atomic scale. Facility For Sub-Atomic Research Tri-University Meson Facility
The Tri-University Meson Facility (TRIUMF) program is Canada's national laboratory for particle and nuclear physics, located in Vancouver, owned and operated as a joint venture by a consortium of Canadian universities via a contribution from the National Research Council. TRIUMF is a laboratory with infrastructure, such as its centerpiece - the 500MeV cyclotron, both equipment and people, supporting multiple projects of varying scope both on and off shore. The program provides world-class research capabilities for the indigenous and international scientific community in particle physics, nuclear physics, nuclear astrophysics, materials science and nuclear medicine. TRIUMF acts as Canada's steward for the advancement of particle accelerators and detector technologies. TRIUMF transfers knowledge, trains highly skilled personnel and commercializes research for the economic, social, environmental, and health benefit of all Canadians.

National Measurement Standards
This program is mandated under the National Research Council Act - "the investigation and determination of standards and methods of measurement" for Canada. The Weights and Measures Act also mandates a role for the program in calibrating reference standards for Measurement Canada to ensure fair measurement for commerce. The program performs collaborative research and development that translate science into applicable technologies, and provides a wide variety of calibration and measurement services that underpin the accuracy of millions of measurements conducted annually in public and private sector testing laboratories. It participates in international metrology committees and in international measurement comparisons that demonstrate equivalence of Canada's national standards with those of all of its major trading partners. Its research and services to Canadian firms are necessary for improving global market access and for reducing technical barriers to trade. The program plays a vital role in creating standards for emerging technologies, allowing Canadian industry to participate in global markets.
