Green Procurement Capacity Building

Training for Procurement and Materiel Management (MM) Staff 100 100 Training of procurement and MM staff commenced in 2009‑10, the target of 100% has been achieved. A green procurement checklist is being worked on to aid MM staff in identifying potential green procurement initiatives.
Training for Acquisition Cardholders 50 100 Procurement Officers who hold acquisition cards with high expenditure limits have all been trained on the Canada School of Public Service Green Procurement C215 course.

There is no formal training planned for the balance of acquisition card holders who have low impact, given that their authority per transaction is limited to $5K. However, there is periodic awareness training planned about the Public Works and Government Services Canada (PWGSC) mandatory Standing Offers and Supply Arrangements. An example of this awareness training is a memo that was sent to all staff by the Director General of the NRC Administrative Services and Property Management Branch dated March 12, 2012. Note that the overall expenditure by acquisition card holders who operate as part of the Material Management process account for approximately 5.2% of the overall spend at NRC.
PWGSC Green Consolidated Procurement Tools Implemented 100 95 NRC Procurement Officers are making best use of the PWGSC standing offers and thereby benefitting from the Green Procurement Initiatives already incorporated in the agreements.

Green Procurement considerations are addressed in the procurement process and are formally reviewed by the Contract Review Committee prior to contract award. Procurement Officers continue to maintain awareness and use of the PWGSC Green Consolidated Procurement Tools in their ongoing duties.

NRC Procurement Services in the National Capital Region (where the majority of procurement takes place) has been reorganized under a commodity-based delivery model which facilitates the inclusion of Green Procurement considerations and integration of the PWGSC Green Consolidated Procurement Tools.

All commodities with Green Procurement considerations in Public Works and Government Services Canada (PWGSC) Standing Offers 75 86 The majority of NRC purchases are made using call-ups against PWGSC Standing Offers. In 2011‑12, NRC processed 2809 "green" purchase order lines (with multiple item quantities per line) valued at $1,916,144.64. Of the 2809 lines processed, 2417 lines or 86% were call-ups against PWGSC Standing Offers. As more of the PWGSC standing Offers incorporate green procurement considerations NRC's value of call-ups against these standing offers will continue to increase.
Reduction Initiatives for Specific Goods

Various consumables and assets N/A N/A Following an extensive spend analysis and planning for reduction purposes, NRC launched various reduction initiatives for commodities in 2011‑12:

  • The 100 Sussex Drive Energy Retrofit project was launched last fiscal year and will be complete by the first quarter of 2015. This $8.6M project aims to reduce 43% of current energy consumption in this building and save $870K annually. A few of the energy-saving initiatives under this project include the use of natural gas in place of old steam-fired heating equipment, the upgrading of a fume exhaust system and the replacement of old equipment with high-efficiency dedicated boilers.
  • Additional video conferencing equipment has been installed at various locations throughout the NRC aimed at reducing travel costs and increased energy savings.
  • Over 300 metal Halide lamps in high bay areas of the Montreal Road and Uplands campuses were replaced with high efficiency T‑5 light fixtures. In addition to the substantial energy savings, the new fixtures provide improved lighting distribution and color rendering.
  • NRC plans to undertake a one year fleet utilization analysis in June 2012.
  • A waste audit conducted in the National Capital Region resulted in the implementation of a new program aimed at increasing NRC's recyclable waste from 16% to 23% by 2013. This program is ongoing.
