The concept of a centre with activities in sustainable infrastructure research evolved from discussions between the NRC's IRAP Prairies and the City of Regina in late 1999. NRC's Institute for Research in Construction (IRC) became involved in early 2002 with the University of Regina, the City of Regina, Western Economic Diversification, and Saskatchewan Industry and Resources to define its role in building the foundations of a technology cluster in sustainable infrastructure that would support the Sustainable Communities Initiative vision.
The Federal Budget of February 2003 allocated $10M over 5 years for NRC to sustainable infrastructure management research and innovation . Other communities, in Canada and elsewhere, are expected to benefit by adopting systems proven in and modelled on Regina. Further, the initiative will provide competitive advantages to Saskatchewan in the areas of IT applications and integration to environmental infrastructure, Internet and environmental management technologies. The Regina initiative promises to provide researchers, firms and municipal officials with the tools to address the dual challenges of sustainable development and urban infrastructure renewal in the environmentally conscious 21st Century.
