Manual for Screening of Buildings for Seismic Investigation

This manual will enable users to quickly rank buildings according to their ability to withstand an earthquake. It includes a seismic screening procedure that examines seismicity, soil conditions, structure type, structure irregularities, the presence of non-structural hazards, and the use and occupancy of the building to establish seismic priority index scores. Buildings are ranked by score and divided into either low, medium, or high risk categories. Those that earn high or medium scores would warrant further evaluation by professional engineers with seismic design experience.

The guidelines in this document are intended to be the first phase of a multi-phase process to identify potentially hazardous buildings. The screening procedure is meant to be fast and relatively inexpensive, enabling a community or authority to develop a list of potentially hazardous buildings without the high cost of analyzing each building in detail.
