Multilateral Call for Proposals for Joint R&D Projects

Scope
EUREKA Member Countries are announcing the Multilateral Call for Proposals for joint R&D projects, focusing on developing innovative products and applications in all technological and applications areas. Applicants are expected to develop ready to market solutions or projects which have strong market potential for participating countries.
- National Funding Bodies (NFBs) of each country will provide access to public funding for joint projects
- The call is announced in the field of market-oriented research and development between participating countries and in cooperation with the EUREKA Program. Hence, the program is managed in cooperation and in line with the procedures of the EUREKA innovation platform.
- National EUREKA Offices will provide all necessary assistance to project partners during the project proposal, evaluation and monitoring phase. In addition, all parties will facilitate the EUREKA or Eurostars application process and acquisition of the EUREKA label for accepted proposals.
Call launch and structure
The Call will be launched on the 11th of January 2013.
Eligible partners are invited to present joint proposals for industrial R&D projects according to the following procedures.
Requirements to qualify
- The partners should include at least one R&D performing commercial company from participating countries. Participation of research institutes/universities is welcomed as additional participants or subcontractors according to each country’s funding regulations
- Innovation actors from third countries may also participate, but they will be funded by their own NFB
- The project should have an obvious advantage and added value resulting from the cooperation between the participants from the countries (e.g. increased knowledge base, commercial leads, access to R&D infrastructure, etc.).
- The project should demonstrate the contribution of the participants from the countries on a balanced base and the project must be equally significant to all participants.
Any partner whose cooperative R&D project is consistent with the aforesaid criteria can apply to the Call in accordance with the national Laws, Rules, Regulations and Procedures in effect.
Submission and the approval procedures will be carried out in a two phase process
Process for Phase 1
- Partners will be asked to present a short project outline using the EUREKA Project Application Form.
- An Eligibility Check will be performed according to the EUREKA/Eurostars eligibility criteria by NFBs.
- Application forms should be sent to jointrdcall@eurekanetwork.org by the 15th of February.
- Analysis of the financial situation of the partners from participating countries will be performed.
- Information exchange between the NFBs on the results of the Phase 1 evaluation procedure will be performed by the 5th of March 2013.
- Recommendations and feedback will be given to the participants from the NFB experts on technical, scientific, legal and financial aspects of the project in March 2013.
Process for Phase 2
- Partners with approved outlines will be invited to submit their national funding applications according to national procedures, either to the EUREKA scheme or to the Eurostars Programme 10th Cut-off by the 4th of April 2013.
- For EUREKA project proposals, national evaluations will be conducted in each country following the standard project assessment methodology. For Eurostars proposals, the Eurostars procedures will be followed.
