Masterformat 09 65 00, Resilient Flooring
Resilient flooring is available in tiles and sheets. It is recognized for its water resistance and relative ease of maintenance. In residential applications, resilient flooring is one of the finishes specified by the National Building Code of Canada 2010 (NBC) for use in kitchens, laundry rooms and general storage areas; it is also used in public entrance halls of other types of buildings.

Subsection 9.30.5. of the NBC states that “[r]esilient flooring used on concrete slabs supported on ground shall consist of asphalt, rubber, vinyl-asbestos, unbacked vinyl or vinyl with an inorganic type backing.”
Products tested and evaluated have demonstrated that they meet the requirements of their respective standards. Proponents have provided evidence that products manufactured at their plant are of a quality equal to or greater than the level represented by the sample tested and evaluated.
Flooring products evaluated comply with ASTM Standards for Masterformat Sections: 09 65 16.01 Sheet Vinyl Floor Covering with Backing and 09 65 19.01 Vinyl Composition Floor Tile.
Resilient flooring is classified into grades based on the thickness of the wear layer, or classes and composition based on asbestos content and pattern or colour saturation.

ASTM F 1303-04(2009) Standard Specification for Sheet Vinyl Floor Covering with Backing
This standard covers floor covering having a vinyl plastic wear layer with backing. The sheet vinyl floor covering is classified in terms of types, grades and backing classes.
The types of sheet floor covering are classified by PVC binder content.

Masterformat 09 65 19.01
ASTM F 1066-87 Vinyl Composition Floor Tile
This standard classifies vinyl tiles as follows:

Usage and Limitations
Combustible finished flooring is permitted in a building required to be of noncombustible construction as stated in Sentence 3.1.5.8.(4), Combustible Flooring Elements, of Division B of the NBC 2010 with no surface-burning characteristics except when installed in high buildings as indicated in Table 3.1.13.7. of Division B of the NBC 2010.
Floorings governed by these Evaluation Listings are only permitted in high buildings areas allowing “no limit” for the flame-spread rating and smoke development classification unless otherwise demonstrated through testing in accordance with CAN4-S102.2, “Standard Method of Test for Surface Burning Characteristics of Flooring, Floor Coverings, and Miscellaneous Materials and Assemblies.”
The choice of product for a particular application should be carefully reviewed in terms of:
- performance requirements specified by the applicable standard,
- requirements of the work, and
- past experience with the product.
Identification
Resilient flooring that complies with the previously noted standards and evaluated by CCMC must bear the appropriate identification.
Tiles
Shipping containers or wrappers for tiles must be identified with “CCMC XXXXX-L.”
Sheets
Sheets must be identified on their packaging or identification tag or on the material itself.
Either the back or the face of the material must have continuous identification marking along the full length of the roll, repeated at maximum intervals of 3 m. The identification must contain “CCMC XXXXX-L.”
The evaluation listing is only applicable to products identified with “CCMC XXXXX-L.”
Installation and Maintenance
The proper installation and maintenance of a resilient flooring will greatly influence the overall performance and appearance of the product.
The specific manufacturer’s installation and maintenance guides should be reviewed. General installation guidelines for sheet flooring are as follows:
- Depending on the material, products must be stored in areas having a temperature of at least 19°C for 24 to 48 hours prior to installation. They must be maintained at a minimum temperature of 19°C during installation and for 24 to 48 hours after installation; thereafter, they must be kept at 13°C or higher.
- Products must be kept rolled face out until ready for trimming and fitting.
- Products must be fastened to the subsurface within two hours after trimming.

Conforms to ASTM F 1303-04 (2009), Type I, Grade 3, Class C backing.
2. Description
Sheet flooring made of vinyl with a minimum of 90% polyvinyl chloride (PVC) binder content, a Class C backing, and a clear wear layer having a minimum thickness of 0.25 mm. The overall thickness of the product is 1.45 mm.
3. Standard and Regulatory Information
Only permitted for use in residential buildings according to ASTM F 1303.
