Your challenge
The National Research Council Canada (NRC)’s Knowledge Management (KM) Branch is embarking upon on a multi-year, multi-faceted Enterprise Information Management (IM) transformation to implement a modernized electronic-working environment.
You will:
• Lead the three-year strategic NRC Electronic Working Environment (NEWE) Investment Project consisting of multiple work packages and teams to deliver transformative change;
• Implement key IM strategies and plans;
• Implement SharePoint to manage documents and records and support collaboration among 4,000 employees
• Link SharePoint with a Government-approved electronic document and records management system (EDRMS).
Screening criteria
Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:
Education
Master’s degree in library or information science / management / studies, or business or public administration.
Formal designation as a Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) from the Project Management Institute (PMI) would be an asset.
Experience
Demonstrated experience implementing MS SharePoint in comparable organizations
Significant experience in a leadership role in large multi-year projects
Demonstrated experience in leading information management transformation including development of information architecture and classification systems
Significant experience supervising and developing staff in multidisciplinary teams, ideally in a matrix environment
Significant experience leading and managing human, financial, material and project resources
Experience managing RDIMS (eDOCS) or GCDOCS would be considered an asset
Experience implementing IM in a government context would be considered an asset
Experience in using SAP-PS for project management would be considered an asset

Technical competencies:
Knowledge of information management, information architecture, information discovery, and user experience design
In-depth knowledge of MS SharePoint through broad understanding of the technology, and demonstrated ability to assess and respond to implementation issues
Knowledge of project management methodologies, including knowledge of how to: establish project scope and deliverables; support implementation project plans and evaluate outcomes; and manage multiple projects simultaneously
Ability to foster strong and positive working relationships among stakeholders
Ability to analyze complex information

Relocation
Relocation assistance will be determined in accordance with NRC's directives.
Salary range
This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. The RCO group uses a person-based classification system instead of the more common duties-based classification system. Candidates are remunerated based on their expertise, skill, outcomes and impacts of their previous work experience. The salary scale for this group is vast, from $38,921 to $125,067 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions. In addition, an incumbent occupying a position within the RCO Groups is currently entitled to receive a terminable allowance of $8,000 per year plus the Bilingualism Bonus of $800 a year to the candidate who meets the language requirements.
