As an Environmental Officer, within NRC's Administrative Services and Property Management Branch (ASPM), you will help develop and implement NRC-wide programs that will help advance NRC’s budding environmental management system.

Under the direction of the Environmental Operations Office Group Leader, we work with researchers, trades people, engineers, managers, contractors and regulatory authorities to help ensure NRC’s operations are compliant with environmental laws and policies.

In general, this includes assessing the impact of current and future facilities and building operations on the environment, managing or reducing these effects as possible, and reporting to provincial and federal authorities.  An important component of our job is advising on and resolving property-specific challenges.  These may relate to any number of subjects, including noise and air emissions, stakeholder and First Nations relations, and spills, leaks, storage and disposal of hazardous materials.  Two of our sites are home to multiple sensitive species and species at risk, which calls for special care with respect to land use and activities management.

To join our team, you need an appreciation of the federal, provincial, and municipal regulations respecting the management of PCB’s, halocarbons, petroleum distillates, noxious gases, stack emissions, pollution prevention, hazardous waste, radioactive waste, species at risk, sustainable development, environmental management systems, contaminated sites, workplace health and safety hazards, sewer discharge, and noise emission issues.

In some instances, you will work autonomously, overseeing specialist contractors over the entire project/contract lifecycle (e.g., biologists for species at risk surveys, consultants for sewer sampling).  In other cases, you will consult and coordinate with other staff from ASPM to advance your files, such as from the Engineering office and from Operations and Maintenance. 

Much of your work will be desk-top based, so you enjoy writing reports and guidance documents.  However, you will also enjoy the opportunity to be involved in all aspects of your projects and programs, including the hands-on components such as surveys, sampling, inspections, and data analysis where appropriate.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

University degree in Science or Environmental Studies with exposure to the job-related disciplines of chemistry, biochemistry, biology, geology and/or environmental science.

For alternate qualifications please refer to equivalency heading below.

Experience

Significant experience in interpreting or applying environmental laws, regulations or policies, or assessing compliance with environmental laws, regulations or policies (e.g., Canadian Environmental Protection Act, Species at Risk Act, Canadian Environmental Assessment Act, pollution prevention, emergency countermeasures). 

Significant experience in performing environmental field surveys, or environmental audits, or developing or implementing environmental management systems.

Experience dealing with other government agencies, contractors/consultants and members of the public may be considered an asset

Equivalency

College diploma and relevant experience in the field of expertise.

Assessment Criteria

Candidates will be assessed on the basis of the following criteria:

Technical Competencies:

Knowledge of current issues relating to water/ soil/atmospheric pollution and/or protection of species at risk, and their related federal, provincial, and municipal regulations and policies.

Ability to synthesize multiple sources of information or summarize complex problems and present the subject in a concise written and oral briefing.

Ability to create reports and to develop work plans that include time and cost estimates for the corresponding initiatives, and the ability to present the report with a view to acquire the necessary support.

Knowledge of the Federal Contaminated Sites Action Plan may be considered an asset.

Relocation

Relocation assistance will be determined in accordance with NRC's directives.

Salary Range

From $61,223 to $78,736 per annum (under review) plus the Bilingualism Bonus of $800 a year.

On occasion, the working conditions are those found in an industrial laboratory or component test cell environment with the presence of hazardous materials and situations, including elevated sound levels, elevated heights, high and low temperatures and high pressure process fluid piping, lasers, combustible liquid fuels and gases. The incumbent is expected to independently work in such environments in a safe manner, with a working-level tolerance to a typical test environment with enhanced noise levels, heat, cold and reduced air quality.

On occasion, the working conditions are those found in an ordinary laboratory environment with some exposure to hazardous materials/situations.

Some travel may be required

The physical demands of this position include: handling and lifting large, heavy or bulky material or equipment.

These positions are being advertised internally and externally simultaneously; however, first consideration will be given to internal NRC applicants.

This position requires the incumbent to be able to perform occasional inspections in various construction sites and in confined spaces.
