Background

Working with clients and partners, the National Research Council Canada provides strategic research, innovation support, scientific and technical services to develop and deploy solutions to meet Canada's current and future industrial and societal needs. Guided by our core values of impact, accountability, leadership, integrity and collaboration, NRC is a dynamic and vibrant organization that, in its ongoing evolution, is seeking a Program Policy Project Officer for NRC’s Industrial Research Assistance Program.

Your Challenge

Under the general direction of the Manager, Operational Policy Unit (OPU), the Program Policy Project Officer plans, develops, researches, promulgates, evaluates, and interprets initiatives pertaining to program policies of the Industrial Research Assistance Program of the National Research Council (NRC-IRAP). Defines the key parameters of and writes NRC-IRAP’s operational policies and support documents, including: Program’s Terms and Conditions, Financial Audit of Recipients Plan. Coordinates the development of operational policies in consultation with NRC-IRAP Senior Management, NRC Finance, NRC-IRAP Regional Management. Represents NRC-IRAP and NRC, as required on relevant committees, task forces, and project teams. This includes interdepartmental committees, NRC standing committees, and issue-specific project teams and task forces. Researches and develops documents and briefing material for the NRC-IRAP Director General and Senior Management. Provides assistance in managing National contribution agreements through client relationship and due diligence on project files. Coordinates and prepares the development of corporate initiatives for senior management review.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

This position requires a university degree in science or engineering, business or public administration, political science or economics.

Experience

Significant recent experience in transfer payment program design or policy development.

Significant experience in research, analysis and the preparation of reports.

Experience in project management.

Preference will be given to applicants with grants and contributions experience in a federal government environment.

Relocation

Relocation assistance will be determined in accordance with NRC's directives.

Salary Range

Compensation is determined based on qualifications, plus the Bilingual Bonus of $800 a year to the candidate who meets the language requirements. In addition, an incumbent occupying a position within the RO/RCO Groups is currently entitled to receive a terminable allowance of $8,000 per year.
