Background
Working with clients and partners, the National Research Council Canada provides strategic research, innovation support, scientific and technical services to develop and deploy solutions to meet Canada's current and future industrial and societal needs. Guided by our core values of impact, accountability, leadership, integrity and collaboration, NRC is a dynamic and vibrant organization that, in its ongoing evolution, is seeking two Directors, Research and Development for the Aerospace Portfolio.
Based in 5 locations across Canada, the Aerospace portfolio builds collaborative project teams from a diverse scientific and engineering workforce with particular strengths in structures, materials, manufacturing, aerodynamics, gas turbines and flight research. Projects are conducted to meet the requirements of external clients, internal investment programs, or both.
Current areas of investment in aerospace technologies include future aircraft and power systems, life cycle management, manufacturing and automation, civil UAS, cockpit and cabin technologies.
Your Challenge
The Director, Research and Development manages the capability embodied in assigned portfolio resources, ensuring relevance, focus and utility by working with program leaders and external stakeholders, including clients. The Director supervises Team Leaders to achieve effective governance of project management and continuous professional development of staff. Through discharging these responsibilities, and through the provision of timely strategic advice, the Director, Research and Development provides the General Manager with vital assurance of long-term portfolio sustainability and risk management.
Note: Frequent travel is required for both locations
Screening Criteria
Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:
Education
Graduate degree in science, engineering or business from a recognized university. Preference may be given to candidates with a combination of science/engineering and business education.
Experience
In-depth knowledge of the Canadian and international context around Aerospace portfolio technologies: industries, forums, trends, the issues and dynamics that impact them, and the engagement needed to keep this knowledge current.
Business knowledge within the relevant scientific and technological domains gained through experience with industry, government or other partnerships.
Experience supervising and developing staff in multidisciplinary teams, ideally in a matrix environment of projects and programs.
Recently demonstrated and confident grasp of principles, tools and practices for administrative, financial, and human resource management.
Condition of Employment
- Level II (Secret)
- Travel will be required.
Language Requirements
Bilingual imperative CBC/CBC
Note: In the event that no qualified bilingual candidates are identified, NRC may consider unilingual candidates who will be required to commit to achieving these levels within two years.

Technical Competencies:
Demonstrated broad understanding of relevant business and industry issues, and of internal and external factors that impact portfolio operations.
Significant knowledge of program and project management to fulfil portfolio objectives
Demonstrated ability to analyze and synthesize information, assess risks and opportunities, and make recommendations on potential courses of action.
Ability to direct and engage core capabilities to effectively lead and manage a multi-disciplinary team in a revenue driven environment.
Ability to lead and influence change while applying best practices in the management of human resources, finances and projects, and strategic planning.
Demonstrated effective interpersonal skills, to work cooperatively and effectively with a broad range of colleagues, clients, and stakeholders.
For the Ottawa location: Knowledge of airworthiness sufficient for appointment as Accountable Executive as per Transport Canada document – SI 106.

Salary Range
From $111,700 to $137,500 per annum.
