Background
Working with clients and partners, the National Research Council Canada provides strategic research, innovation support, scientific and technical services to develop and deploy solutions to meet Canada's current and future industrial and societal needs. Guided by our core values of impact, accountability, leadership, integrity and collaboration, NRC is a dynamic and vibrant organization that, in its ongoing evolution, is seeking a Team Leader, Program/Project Support.
Your challenge
NRC Construction is active in the innovation of buildings — residential, commercial and institutional — as well as in civil engineering infrastructure. In collaboration with stakeholders and clients, we support the industry by developing and validating cost-effective technologies and solutions, developing and deploying national model building codes and regulations, and providing evaluations for new products and market access services.
The Team Leader, Program/Project Support will be responsible for the provision of a wide range of expertise in program and project management services.
He/she will provide recommendations to portfolio management, program leads and project managers to ensure that all portfolio programs and projects have sound plans, outputs are delivered to clients as agreed, that schedules and budgets are adhered to, and that stakeholder expectations are met.
The Team Leader, Program/Project Support will develop decision-making tools and prepare progress reports for management. As a supervisor, this position will involve working jointly with employees to set commitments, while providing ongoing feedback to ensure that desired outcomes and impacts are achieved and that competencies are aligned with the needs.
Screening criteria
Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:
Education
Bachelor’s degree in engineering or science is required.
Graduation in business administration or a program specializing in project management would be an asset.
Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification recognized by the Project Management Institute (PMI).

Experience
Significant recent experience in supporting the management of projects involving multi-disciplinary teams and multi-partner resources;
Experience in risk management techniques;
Significant recent experience supervising and developing staff in multidisciplinary teams, ideally in a matrix environment of projects and programs;
Significant recent experience in developing and managing effective working relationships between organizations;
Recent experience in leading and influencing change while applying best practices in the management of human resources and operational planning.
Equivalency
An equivalent combination of training and experience will be considered in lieu of project management certification.

Technical competencies:
Extensive knowledge of project management theory, procedures and practices, project management software tools; and in using project management software tools (used in a R&D environment would be an asset);
Knowledge of the business environment relevant to the portfolio;
Knowledge of risk management techniques;
Ability to lead and influence change while applying best practices in the management of human resources and operational planning.

Relocation
Relocation assistance will be determined in accordance with NRC's directives.
Salary range
This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. The RCO group uses a person-based classification system instead of the more common duties-based classification system. Candidates are remunerated based on their expertise, skill, outcomes and impacts of their previous work experience. The salary scale for this group is vast, from $38,921 to $125,067 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions. In addition, an incumbent occupying a position within the RCO Groups is currently entitled to receive a terminable allowance of $8,000 per year plus the Bilingualism Bonus of $800 a year.
