Background

Working with clients and partners, the National Research Council Canada provides strategic research, innovation support, scientific and technical services to develop and deploy solutions to meet Canada's current and future industrial and societal needs. Guided by our core values of impact, accountability, leadership, integrity and collaboration, NRC is a dynamic and vibrant organization that, in its ongoing evolution, is seeking a Director, Research and Development for the Information and Communication Technologies (ICT) Portfolio.

Information and Communication Technology (ICT) industries are the backbone of the global digital economy and constitute a key driver of productivity growth in a knowledge-based economy. NRC ICT serves this critical industry by providing Canadian ICT firms with coordinated access to expertise and state-of-the-art facilities. 

Your challenge

The Director, Research and Development, manages the capability embodied in assigned portfolio resources, ensuring relevance, focus and utility by working with program leaders and external stakeholders, including clients. The Director supervises Team Leaders to achieve effective governance of project management and continuous professional development of staff. Through performing these duties, and through the provision of timely strategic advice, the Director, Research and Development, provides the General Manager with vital assurance of long-term portfolio sustainability and risk management.

Screening criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

Graduate degree in computer science, engineering or business from a recognized university. Preference may be given to candidates with a combination of science/engineering and business education.

Experience

In-depth experience working in the Canadian and international context around ICT portfolio technologies: industries, forums, trends, the issues and dynamics that impact them and the engagement needed to keep this knowledge current.

Preference will be given to candidates with specific experience in one or more of the following areas:

- Systems architecture

- Software development

- Product line management

Extensive business experience within the relevant scientific and technological domains gained through experience with industry, government or other partnerships.

Recent experience supervising and developing staff in multidisciplinary teams, ideally in a matrix environment of projects and programs.

Recently demonstrated and confident grasp of principles, tools and practices for administrative, financial, and human resource management.

Condition of employment

• Level II (Secret)
• Travel may be required.

Bilingual imperative CBC/CBC

Note: In the event that no qualified bilingual candidates are identified, NRC may consider unilingual candidates who will be required to commit to achieving these levels within two years.

Ability to direct and engage core capabilities to effectively lead and manage a multi-disciplinary team in a revenue driven environment.

Ability to lead and influence change while applying best practices in the management of human resources, finances and projects, and strategic planning.

Demonstrated effective interpersonal skills, to work cooperatively and effectively with a broad range of colleagues, clients, and stakeholders.

Salary range

From $111,700 to $137,500 per annum.
